John Sidney North, 'a Tory'

Leslie Ward ('Spy') renders Colonel John Sidney North, Conservative MP, as a solid, self-satisfied country gentleman in full frock coat, waistcoat, buff trousers, and top hat — the uniform of Victorian parliamentary respectability. He plants a furled umbrella like a walking staff, a gesture simultaneously practical and proprietorial. The caption 'a Tory' is the entire editorial argument: no name, no office, just party allegiance worn as natural condition, as inevitable as the cut of a good coat. Ward's caricature exaggerates North's jowly weight and slightly planted stance, making him the human embodiment of immovable Tory interest — landed, comfortable, and entirely untroubled by the Radical agitation of the age.
