This document contains USAF memoranda from 1960 concerning the transfer of the Aerial Phenomena (UFO) Program from the Air Technical Intelligence Center (ATIC) to the Secretary of the Air Force Office of Information (SAFOI). The correspondence, dated March-April 1960, includes analysis from AFCIN-4E and responses from AFCIN-4X1 regarding administrative restructuring. After twelve years of investigation, ATIC found no evidence UFOs constituted a national security threat. The proposed transfer would relocate the program to the public relations office, allowing ATIC to reassign personnel while maintaining field investigation capabilities at Air Force bases. The documents note Major Tacker was preparing a UFO book and recommend retaining Dr. J. Allen Hynek as scientific consultant. Discussion addresses advantages (reduced intelligence workload, loss of "mystery aura") and disadvantages (security protocols, potential reporting delays) of the reorganization.
