The masthead promises "useful knowledge, romance, and amusement" to working-class readers hungry for serialized sensation fiction. Penny dreadfuls and penny bloods were the mass media of Victorian England and America, offering weekly installments of crime, mystery, and domestic scandal for a few cents. Aimed at laborers and servants, these publications combined sensational plots with moralizing endings. The format—serialization, illustrated narrative, accessible pricing—established a template that comic books would inherit a half-century later.
