A Balanced Budget (Een Wankelbaar Evenwicht)
· 1865

This Dutch wood engraving satirizes European power dynamics through the image of a teetering balance scale. Two ministers—labeled for the German Bond and France-England—strain to maintain equilibrium while a central figure (likely Minister Cremers) teeters between them. The composition inherits the visual vocabulary of 18th- and 19th-century political satire: Hogarth's narrative detail, Gillray's grotesque exaggeration, and the symbolic weight-systems favored by Continental caricaturists like Daumier. Published during a period of European diplomatic tension, the print translates complex international relations into the body language of struggle and precarious balance—a language that would carry forward into modern editorial cartooning and sequential art.
