Satire on the Voluntary 3% Loan Campaign of 1844
This Dutch wood engraving mocks a state fundraising campaign, depicting officials and citizens in scenes of coercion and manipulation. The print shows how public "voluntary" loans operated in practice: agents pursuing reluctant participants, bureaucratic pressure from above, and the poor bearing the burden while the wealthy evade contribution. Rooted in the Hogarth–Gillray tradition of sequential narrative satire, these numbered scenes expose political hypocrisy through exaggerated gesture and composition. Such satirical broadsheets, popular across Europe, became direct ancestors of the modern comic strip, using image and text in sequence to argue a political case to mass audiences.
