Satire on the 1844 Voluntary 3% Loan Campaign
This Dutch wood engraving mocks the government's campaign to encourage citizens to invest in a purportedly "voluntary" 3% loan. The page presents six scenes of ordinary people—clergy, merchants, laborers, and peasants—coerced or manipulated into contributing by provincial officials and administrators. One figure dangles from a rope; another kneels before a tower of coins; a third lies prone. The satire exposes class hierarchy and state pressure beneath the veneer of voluntary participation. Part of a popular tradition of political critique stretching from Hogarth through Daumier, such wood-engraved broadsheets circulated widely in nineteenth-century Europe, directly prefiguring the sequential narrative and social commentary of modern comics.
